- The student has forgotten their scan media (card or tag) or is carrying a card or tag that is not registered to them (previous or new issue)
- A new card has been produced for the student, but not given to them yet.
- New cards have been produced and distributed, but the card codes have not been updated in RollCall system.
- The driver is manually registering the student for convenience - i.e. instead of waiting for the student to get their card out (should be discouraged)
- The NFC reader on the device is disabled. The NFC reader can sometimes be disabled by low power mode (below 20% battery). The driver will receive a prompt to turn it back on when the device is sufficiently charged and the device is restarted.
- There is an issue with the format of the RFID card codes in your system.
It can be normal to have some No Card exceptions on each route and their presence on the transport screen indicates that your drivers are using the No Card process correctly. however excessive No Card activity should be addressed because it reduces the location accuracy of your data. Using scan media will provide the most accurate representation of where students board and depart the buses.
No Card exceptions also generate a notification to parents, to assist with card compliance. You can check the default text, trigger and controls available to organisation in the Default Email Notification Templates resource.
Below are some suggestions for ensuring compliance with scanning requirements:
- Tackle non-compliance EARLY! The use of scan media declines significantly if students and drivers become complacent about the use of scan media, particularly if it becomes acceptable for students to not use their card or tag.
- Ensure students and drivers are advised of the importance of using the scan media for location accuracy, safety and compliance reasons.
- Levy an additional charge (loading) on No Card trips. This can be done automatically as a percentage of the base fare for all PAYG trip charges. To add a loading please contact RollCall support via email to support@rollcall.com.au.
- Introduce rewards for consistent compliance or penalties for chronic non-compliance by students.
A FINAL NOTE:
It is a small step from No card activity to unregistered travel - where students are using the bus without being recorded as being on the bus. With the RollCall system any student without a booking is not able to be registered on the bus if they don't or can't use a working scan card or tag to register as a passenger. Unregistered travel presents a significant risk to your organisation in the following ways.
- CHILD SAFETY - RollCall is designed to provide transparency and ensure safe transfer of the duty of care from parent to school for the students using your bus service to and from home. Unregistered travel undermines that initiative and in the event of a transport incident can put a child at risk of serious harm and create unnecessary anxiety for school staff and the family.
- COMPLIANCE OBLIGATIONS - your organisation has purchased a safety system and failing to maintain compliance and use the system as designed could increase their culpability in the event of a serious incident on the student transport.
- FINANCIAL - unregistered travel is not recordedby the system and may go un-charged if you are relying on the RolLCall system or it's transport activity data to levy charges for your service
